About Us

In order to provide for the delivery of public services to the people of UT Chandigarh in a transparent, efficient and time bound manner, the Government of India, Ministry of Home Affairs vide its Notification No. G.S.R. 1015(E) dated 14th August 2017 had extended the Punjab Right to Service Act, 2011 and the Punjab Right to Service (Amended) Act, 2014 to the Union Territory of Chandigarh with some minor modifications.

2. Pursuant to the above, the Chandigarh Right to Service Commission was constituted vide Chandigarh Administration’s Notification No. 28/67-IH(11)-2018/1631 dated 23.01.2018. Further, vide Chandigarh Administration’s Notification No. 28/67-IH(11)-2018/9095 dated 26.04.2018, Sh. K.K. Jindal, IAS (Retd) was appointed as the first Commissioner of this Commission.

3. Chandigarh Administration has also framed the Chandigarh Right to Service Rules, 2019 and published the same in its official gazette vide Notification No. 28/67/1/-IH(11)-2019/15461 dated 11.10.2019

4. Full text of notifications relating to the Act and the Rules may be seen under the heading 'Act & Rules'. Sections 2, 3, 4, 6, 7, 8, 9, 10 & 11 are very important and relevant from a common man’s point of view.

5. A list of 486 services being provided by 28 departments of the Chandigarh Administration to the people of this City has also been published in the official gazette vide Administration's Notification No. 28/67/1-IH(11)-2020/10872 dated 08.10.2020

6. The above notifiction also includes detail with regard to names of the services, the designated officers who shall be responsible for providing these services and the first & second appellate authorities before whom citizens can file appeal against the designated officer if the service is not provided within the given time limit or is deficient in any manner.

7. If a person fails to get a service from the Designated Officer in a time bound manner or is denied a service without any justifiable reason, and if he / she does not get appropriate relief at the level of the First / Second Appellate Authority also, he / she can file a final Appeal / Revision Petition before the Commissioner of the Chandigarh Right to Service Commission.

8. As per provisions of Section 11 of the Act and Rule 8 of the Chandigarh Right to Service Rules, 2019 all the concerned departments are required to display information relating to various public services, their time limits, application forms and the requisite documents on their official websites and also, if feasible, outside their offices or at any other conspicuous place in their office complex.
